Tom Parlon - Director General  

Before joining the CIF, Tom served as a TD for Laois – Offaly and as Minister for State at the Department of Finance from 2002 until 2007. As Minister he was responsible for the Office for Public Works (OPW).

From 1997 to 2001, Tom was President of the Irish Farmers Association (IFA), having previously held several other positions with the association.

He is from Coolderry in Co. Offaly.

George Hennessy - Chief Operations Officer  

George Hennessy is responsible for the day to day running of the internal organisation. He is secretary to the CIF Executive Body and the Federation’s Audit and Organisation committee. He oversees the provision of a range of functions and business support services

He is executive director of CPAS which administers the CWPS, CERS, Sick Pay and CIRT schemes.

Hubert Fitzpatrick - Director, Housing, Planning & Development  

Hubert Fitzpatrick is responsible for a range of policy functions affecting the construction industry including finance and banking matters, taxation and budgetary policy, housing, development, planning and regulatory policy and the introduction of proposed registration process for the construction industry known as Construction Industry Register Ireland (CIRI).

Hubert is also Director of the Irish Homebuilders Association and Director for the Federation’s Eastern Region.

Martin Lang - Director, Main Contracting  

Martin has over 40 years experience in the construction sector and joined the Construction Industry Federation in 1995.   

He is a practicing mediator and conciliator, having acted in over 150 construction related disputes as well as being involved in the development of national training programmes and advice services in relation to pre-tender, pre-qualification issues, contract documents, claims management dispute resolution, public sector procurement etc.

He is also a published author, having co written a number of works dealing with public procurement and public sector contracts. 

He has provided advice and guidance to members throughout the country on a wide range of matters which impact directly on the operation, efficiency and the ultimate profitability of member companies.

He is also a member of the Chartered Institute of Arbitrators, Chartered Institute Accredited Mediator and is an Engineers Ireland Assessed Conciliator

Jean Winters - Director, Industrial Relations and Manpower Services  

Jean and her team provide information and advice to contractors on managing their workforce to ensure compliance with employment protective legislation. The Department also represents contractors at third party hearings, including the Rights Commissioner Service, the Labour Relations Commission, the Labour Court, the Equality Tribunal and the Employment Appeals Tribunal. Jean represents the industry at national level on the NJIC and ENJIC. The Department also provides sample contracts of employment, staff handbooks and reference manuals.

Sean Downey - Director, Specialist Contracting  

Sean Downey is handles all queries relating to specialist contractors for the Federation. Specialist contractors include both traditional master crafts contractors under the Alliance of Specialist Contractors Association and the specialist engineering contractors of both MEBSCA and ECA.

The primary services delivered to members include:

  • Contracting and tendering for specialist contractors – providing advice on both private and public sector procurement, assistance with drafting of contractual notices, conditions of contract, collateral warranties and payment conditions.
  • Lean systems for construction – having identified the gap in the provision of a tailored programme for the construction sector, we have established a Lean healthcheck for member companies to help identify the 7 streams of waste and to plan to develop focussed company toolkits to address those wastes and help companies stay competitive.
  • Members are represented on a number of national stakeholder group forums dealing with procurement and the forms of contract.
  • Specialised training courses to help deliver on the job CPD for management and post-apprenticeship staff are being developed by the specialist contractors group in partnership with other professional institutes to assist with the training and development of staff.

Sean is also a registered building surveyor.

Shane Dempsey- Director of Communications  

Shane and his team are responsible for devising and delivering external and internal communications strategies on behalf of the CIF. Shane is also responsible for the development and management of media relations, media engagement strategies, public affairs, government affairs and stakeholder engagement.

Justin Molloy - Regional Director, Western & Midland Region  

Justin Molloy is the CIF Western & Midland Regional Director and has extensive experience of working in the industry. He is currently responsible for managing the four CIF Western & Midland regional branches, i.e. Galway, Donegal, North West and Midland Branches.

Justin also offers expert advice and support to the members, as well as representing their interests on a number of regional committees. He regularly meets with the regional Local Authorities, State Agencies and other industry bodies to further the aims of the industry.

Conor O’Connell - Regional Director, Southern Region  


Conor O’Connell joined the CIF in 2001 and works in the areas of Industrial/Employee Relations and Regional Services to members from the Cork office. Conor is Secretary of the Mid West Branch of the CIF and various other regional committees.

He has extensive experience at representing members in the Employment Appeals Tribunal, Rights Commissioner, Labour Court, Labour Relations Commission and the Equality Tribunal. He also represents members through the industry’s dispute resolution procedures and has resolved many Industrial/Employee Relations disputes on behalf of members.

Conor is part of the CIF delegation on the National Joint Industrial Council for Construction Industry and the Electrical Contracting Industry.

Dermot Carey - Head of Safety Services  

Dermot heads up the Safety and Health Department within the CIF and has responsibility for developing and guiding the CIF’s policy in this area. Along with shaping policy, the role involves liaising with members on these issues and providing assistance with their regulatory compliance issues. Included in this role is the operation of the Safe-T-Cert accreditation service, its day to day operation and development of the brand and service.

Dermot also has an oversight role of the training provision function within the Federation. Also, he oversees and manages the CIF’s interest in the provision of trade skills training (apprenticeships) and the policy development in this area.

Robert Butler - Head of Learning & Development  

Robert heads up the Learning & Development Department within the CIF and has responsibility for developing and delivering the CIF’s internal and externally accredited training programmes.

Robert also supports the Safety Policy role as he is a Director on the Board of the Health & Safety Authority. His role also includes the management of the Construction Industry Register Ireland (CIRI) CPD Office which is currently rolling out the CPD process for the wider construction sector.

Another aspect of Robert's role is operating the Construction SME Skillnet as the Network Manager. Skillnet provides funding for CIF member companies to assist in developing members employees future training needs.

Noel O’Connor - Senior Executive – Housing/Planning/Development & Eastern Region  

Noel deals with issues and member queries in relation to development plans/ local area plans, development contributions, Part V (social and affordable housing), the completion and taking in charge of estates as well as many other matters.

He also convenes the meetings and services the following regional branches of the CIF – Kildare, Kilkenny/ Carlow, North East, Wicklow/ North Wexford.

Jeanette Mair – Executive, Planning & Development  

Jeanette is the Housing, Planning & Development Executive in the CIF. She provides urban planning, development and regulatory advisory services to member companies. She is responsible for related policy analysis and preparation of sectoral submissions on development plans and guidelines, development contribution schemes, building regulations, etc.

Jeanette analyses and coordinates statistical data and maps in order to complete the planning aspects of projects. Jeanette is a member of Dublin City Council’s Strategic Policy Committee on Economic Development, Planning & International Relations.

Jeanette is Manager of the Register of Heritage Contractors which aims to be recognised as the principal, independent and reliable source of information on contractors and specialists for public and private heritage project procurement. She works with the Board of the Register to establish and oversee appropriate standards of ethics, competence, skills and knowledge within heritage contracting.

She is currently a licentiate member of the Royal Town Planning Institute and will soon progress to chartered membership following her assessment of professional competence.

Renee McManus - Executive, Personnel & Membership Administration  

Renee is the Executive in charge of membership administration with responsibility for member recruitment and retention, the collection of subscriptions, management of the membership database etc. She is also the Personnel Executive with responsibility for all administration staff. She also manages all of the in-house facilities and is the liaison person for all IT infrastructure issues.

Rosalind Travers- Media and public affairs officer  

Rosalind works as part of the communications team and holds dual responsibility for public affairs and media activities at the CIF.

She has a broad background working as a public affairs and media manager for multi-national organisations, communications agencies, and more recently as the head of communications for an EU trade association in Brussels, Belgium.  Prior to this she worked in the European Parliament as an advisor on the economic and monetary affairs committee and as special advisor to the President of the EU trade delegation to the US congress.

At CIF, Rosalind’s responsibilities include production of internal and external communications materials such as ‘Construction’ Magazine, eNewsletters, press statements, digital marketing campaigns, website and social media platforms.
She also engages with media, Government, politicians and other stakeholders on behalf of the CIF.

Alison provides Executive support to the Main Contracting Department, working with the Civil Engineering Contractors Association and the Master Builders’ and Contractors’ Association. She deals with member issues in relation to procurement, tendering, contracting and disputes and is the CIF representative on the Liaison Committee. She also manages the CIF’s Payment Recovery Assistance Programme.

Gillian Ross - Executive, Specialist Contracting  

Gillian joined the Specialist Contracting Department in December 2013 and looks after specialist, mechanical and electrical engineering associations within the Federation. Gillian is involved in a range of member services activities covering marketing and promotion of associations, lobbying and representation. She also deals with member queries on procurement, tendering and contractual matters, amongst other issues. Gillian previously worked in the CIF Galway Branch office since June 2003, providing advice to members in the Western & Midland Region.

Ronan O’Brien - Executive, CIF Southern Region  

Ronan O’Brien is an Executive for the CIF Southern Region, servicing the South East, Cork, Mid West and Kerry Branches of the CIF. A Graduate of Waterford Institute of Technology, Ronan has worked in the construction industry all his professional career. His career involved working with large multi-national organisations in the Middle East and Canada, in the Oil & Gas and Mining & Metal industries before returning to the Irish market. Ronan deals with member queries on procurement, tendering and contractual matters, amongst other issues. He also represents member interests on a number of Regional Committees and to Regional Local Authorities. He also liaises with key industry stakeholders, to be guest speakers at morning briefings and other events in the Southern Region for CIF members.

Cheryl Treanor - Executive- Industrial Relations and Employment Services  

Cheryl provides professional HR and Employment advice and support to members regarding employment disputes and compliance with protective employment legislation. She assists members in the resolution of legal cases and industrial relations disputes while liaising with trade unions and legal representatives. Cheryl represents members at Employment Tribunal bodies, including the Workplace Relations Commission, Employment Appeals Tribunal, Labour Court and Equality Tribunal.

Cathy joined the CIF in 2003 and for the last five years Cathy has been working in the Industrial Relations and Manpower Department. Cathy is an administrator; and she also gives advice to members regarding Employment Law and HR issues.

Debbie Beddows - Membership Administrator  

Debbie is involved in general administration for the Membership Department with particular responsibility for subscription payments, direct debits, invoicing and statements.

Gillian Heffernan - PA to Director General and Chief Operations Officer  

Gillian is PA to the Director General and Chief Operations Officer.  She also looks after the administration work for the Federation's President during his / her term of office.  As well as these duties Gillian provides secretarial work  to the Federation's Executive Body and some of its sub-Committees.  She has been with the CIF since 1989.

Shelby Paryl - Administrator, Learning & Development.  
Shelby is involved in general administration for the Safe-T-Cert Scheme and for the Training & Development Department with particular responsibility for the Project Supervisor Construction Stage (PSCS), Project Supervisor Design Process (PSDP) and the Core Safety Management Renewal (CSMP) programmes.

Flavia is responsible for the CIF IOSH Managing Safety in Construction, The Building Regulations programmes, Prince 2 Project Management Programmes,  CIF Contracting & Tendering programmes and QQI Administration.



Claire McNamee - Reception  

Claire looks after reception for the CIF in our headquarters in Dublin.  As well as greeting all visitors to the CIF and handling public queries, she also handles the many telephone calls made to the main CIF number.  Claire is also the main point of contact for all CIF publications such as contracts and other materials.

Brid Cody - Administrator  

Brid Cody is based in the CIF office in Cork. She is responsible for reception and administration duties for both the Southern Region and Western & Midland Region. She also assists in the organisation of courses and meetings held in CIF office, Cork.

Brid is also involved in the collection of membership subscriptions in the Southern Region.
