Dublin City Council partnership development opportunities for large-scale housing delivery

On 26th January 2026, Dublin City Council (DCC) announced plans to seek Partnership Development Opportunities through Development Agreements with developers and landowners to deliver large-scale mixed-tenure residential developments across the city.

The forthcoming call for proposals will invite third party developers and landowners to submit proposals for the delivery of a minimum of 100 social housing units per development and ideally including a mix of other tenures such as cost rental, affordable purchase and private housing. Proposals may include sites with or without planning permission and will include, where required, community or cultural facilities in line with Dublin City Council’s Development Plan.

DCC published pre-market consultation (PMC) via Prior Information Notice (PIN) on 23rd January. It is expected that a shortlisting process will be undertaken in the coming months with the award of partnership agreements anticipated by the end of the year.
