Construction Industry Register Ireland (CIRI)

Overview

The Regulation of Providers of Building Works and Miscellaneous Provisions Act 2022 was enacted and signed into law by the President on 5 July 2022.

In early 2023, the Minister for Housing, Local Government and Heritage appointed the Construction Industry Federation (CIF) as the CIRI Registration Body. An Admissions and Registration Board was established by the CIF in late 2023, including appointments by the Minister, and a Registrar was appointed in January 2024.

As a result of the 2022 Act, a new statutory register is in development, making it mandatory for all providers of building works to be registered. This register will be known as the Construction Industry Register Ireland (CIRI). CIRI will be an online register of competent builders, contractors, specialist sub-contractors and tradespersons. The register will be recognised as the primary online resource used by consumers in the public and private procurement of building construction services.

The key tasks of the CIRI Admissions and Registration Board are: decide on the divisions of the register; determine the requirements for admission to the divisions; and oversee the assessment of the applications to admit providers of building works onto the register. An appeals committee separate to the Admissions and Registration Board, will also be established. The CIRI Admissions and Registration Board and the appeals committee will both be independent of the CIF.

CIRI registration, following division setting and ministerial regulation, will ultimately be a legal requirement for any provider of building works that undertakes the building of buildings, or extensions to buildings, to which the Building Regulations and Building Control Amendment Regulations (BC(A)R) apply.

A listing on the register will be granted to those applicants meeting specific requirements as outlined by the CIRI Admission and Registrations Board and the Regulation of Providers of Building Works and Miscellaneous Provisions Act 2022. Successful CIRI registration means that the applicant has successfully undergone a comprehensive assessment process for admission to a specific register division.

CIRI registrants will be competent and capable to deliver on contracts, run their business in a professional manner, meet all necessary insurance, legal and other regulatory requirements and engage in continuing professional development to stay at the forefront of construction best practice.

As the registration body, the CIF is responsible for administering the operational and technical systems to set up the register. It will also provide the staff, information technology and office space required to conduct the business of the register and employ those who manage and maintain it. The necessary software and application procedure is currently in development and following government approval it is expected that the register could be available in 2025.

ICT and Software Development progresses with Sprint planning and User Acceptance Testing for the CIRI Register, Phase 1.

March 2024

CARB begins work on CIRI divisions.

CIF begins work on developing a Code of Practice.

January 2024

CIRI Registrar commences working in CIF

December 2023

First meeting of CARB.

Registration Body appoints CIRI Registrar.

September 2023

The CIRI Admissions and Registration Board (CARB) is established.

Minister for Housing, Local Government and Heritage appoints CARB Chair and members.

ICT Discovery phase begins.

August 2023

Registration Body engages an ICT service provider.

 

May 2023

Applications and nominations open for the establishment of the CIRI Chairperson and CIRI Admissions and Registration Board.

April 2023

Registration Body assesses ICT requirements and service providers.

January 2023

The Minister for Housing, Local Government and Heritage formally appoints the Construction Industry Federation (CIF) as the Registration Body for the new Construction Industry Register Ireland (CIRI).

July 2022

Regulation of Providers of Building Works Bill 2022 is enacted and signed into law by the President.
