Hubert Fitzpatrick

Director General

Hubert Fitzpatrick is the Director General of the Construction Industry Federation. Hubert previously held the positions of Director General Designate, Chief Operations Officer and Director of Housing, Planning and Development Services with the Construction Industry Federation. As Director General, Hubert has overall responsibility for the CIF in delivering its mission on behalf of members, representing the industry, liaising with government agencies and stakeholders, and management of the CIF’s business activities for its members across its wide range of construction sectors. Prior to joining the CIF, Hubert worked in consultancy with a major law firm and with a number of local authorities up to senior management level.

Gillian Heffernan

PA to Director General

Gillian is PA to the Director General.  She also looks after the administration work for the federation’s President during his / her term of office.  As well as these duties, Gillian provides secretarial work  to the federation’s Executive Body and some of its sub-Committees.  She has been with the CIF since 1989.

Maude Foley

Membership Executive

Maude is responsible for the onboarding and retention of CIF Members. Additionally, she acts as the liaison between Members and all functional areas within CIF to resolve service, support, and billing inquiries. Maude joined CIF in 2014 and was involved in the establishment of CIRI (Construction Industry Register Ireland) before being promoted to her current role.

Bernardine Walsh

Membership Development Executive

Bernardine is responsible for marketing and membership development at the CIF. She has worked in similar roles in a number of leading representative bodies in Ireland. At CIF, Bernardine’s main responsibilities include securing and growing new business for the organisation.

Meabh Smith

Director of Communications

Meabh Smith joined CIF in 2022 and provides strategic oversight and management of communications including media relations, integrated campaign management, digital marketing, branding, website development, social media engagement, event management and publications. Prior to joining CIF, Meabh was a brand manager with an IFSC reinsurance company and held roles as Head of Communications within the disability and overseas development sectors, where she managed public communications campaigns on domestic and international issues. Meabh’s qualifications include Masters Degrees in Journalism and Digital Media, and in Science, alongside Diplomas in Project Management and Direct and Digital Marketing.    

Jennifer Nisbet-Daly

Communications Executive

Jennifer Nisbet-Daly joined the CIF in 2018 and holds a BBus in Marketing & Event Management, and a Post Graduate Diploma in Innovation & Enterprise from University College Dublin. Jennifer also holds a National Diploma in Media & has a QQI award for Business Planning. Alongside the management of corporate, commercial & media relationships, Jennifer plays a key role in the delivery of the CIF’s public affairs strategy, website management, and national campaigns, while overseeing and contributing to the production of internal and external communications materials such as Construction Magazine, Construction Matters, press statements, and CIF reports.

Dermot Carey

Director, Safety and Training

Dermot Carey heads up Safety & Training Department within the CIF. Dermot has responsibility for developing and guiding the CIF’s policy in these areas. Along with shaping policy, the role involves liaising with Government departments, Education sector and members on issues and providing assistance with member safety regulatory compliance. Included in this role is the operation of the Safe-T-Cert accreditation service and its day-to-day operations in the Republic of Ireland.

Ronan Redmond

Mandy McElkearney

Administrator, Safe-T-Cert

Mandy provides administration for Safe-T-Cert, which is a is a certification scheme designed for certifying the Safety Management Systems of contractors working in the construction industry. The Scheme’s objective is to improve health and safety management by providing objective standards and certifying those contractors whose safety management systems have been assessed.

Maeve Kearns

Director of Corporate Affairs

Maeve joined the CIF in 2023 as Director of Corporate Affairs.  She has held senior leadership and roles in both the public and private sector. She is a fellow of Chartered Accountants Ireland, and holds a Bachelor of Commerce degree from University of Galway. As Director of Corporate Affairs, Maeve manages the corporate structure of the CIF and its group operations.  She has previously held roles in the Health Insurance Authority, and the Housing Finance Agency. Maeve was formerly Head of Tax with State Street for over eight years and has worked with KPMG Dublin and New York.

PJ Ryan

Head of ESG

PJ will support the development of policy and associated services for the CIF’s membership to enable them to address the critical pillars of ESG and corporate sustainability obligations and develop their business strategies, plans and actions. PJ has worked in a sustainability role since 2008, mainly in the M&E sector as a consulting engineer, where he has managed teams responsible for sustainability modelling, compliance with building energy regulations and third-party rating schemes such as LEED, BREEAM & WELL. Before this, he worked with Bechtel and the DAA on embedding the DAA’s mandatory sustainable requirements in the capital infrastructure projects for Dublin Airport, and in helping to map out their route to 2030 and net zero. He is a Chartered Engineer with the Chartered Institute of Building Services Engineers (CEng MCIBSE) and a Registered Consulting Engineer (RConsEI) with the Association of Consulting Engineers Ireland (ACEI). In 2021, as convenor of the ACEI Sustainability Committee, he launched the Pledge to Net Zero campaign to get Consulting Engineering firms to practice what they preach concerning science-based reductions with 50% absolute reductions by 2030. PJ is passionate about reducing the current climate emergency’s worst effects and believes everyone can play their part.

Jean Winters

Director, Industrial Relations and Employment Services

Jean and her team provide information and advice to contractors on managing their workforce to ensure compliance with employment protective legislation. The Department also represents contractors at third party hearings, including the Workplace Relations Commission and the Labour Court. Jean represents the industry at national level on the NJIC and ENJIC. The Department also provides sample contracts of employment, staff handbooks (which include all relevant policies and procedures) and reference guides.

Lisa Conroy

Executive, Industrial Relations & Employment Services

Lisa joined the CIF in 2023 coming from a consultancy background focused on employment litigation in the Workplace Relations Commission and Labour Court. Lisa holds a BCL in Law and Society from Dublin City University and an Advanced Diploma in Applied Employment Law from Kings Inns. Lisa is available to advise all members on issues pertaining to Industrial Relations, Human Resources and Employment Law along with providing representation in any third party disputes.

Cathy Gurry

Administrator

Cathy joined the CIF in 2003 and over the following years, Cathy worked in the Industrial Relations and Manpower Department giving advice to members regarding Employment Law and HR issues. More recently in addition to advising members in Employment Law, Cathy now offers full-time support to the Housing Director, in an administrative role.

Robert Butler

Head of Learning & Development

Robert Butler heads up the CIF Learning & Development Department and has responsibility for developing and delivering the CIF’s CPD programmes as well as the externally accredited training programmes. Robert has responsibility for developing new content including elearning modules with our business partners.

Conor Greham

Business Development Executive, Learning & Development

Conor is responsible for new business development for the CIF Learning & Development Department. He liaises with members and non-members in relation to courses taking place throughout the different regions. He advises on courses that are most applicable to companies and learners requirements

Trish Flanagan

Kim Hutchinson

Administrator, Learning & Development

Kim is responsible for credit control and aged debt control. Kim’s key responsibilities are in dealing with QQI for our accredited programs. Kim provides administration for the following CIF programs; QQI Level 6 Building Control program, QQI Level 6 Project Supervisor Construction Stage, CIF IOSH Project Supervisor Design Process, CIF Appointed Persons for Crane program, CIF /EPA Radon program, CIF Core Safety Management Renewal Regional programs, CIF Management & Inspection of Scaffolding program, Conservation Theory Heritage Contractors program, Air Tightness Program. Kim also controls the CIF Virtual Academy programs.

Catherine Dwyer

Administrator, Learning & Development

Catherine joined CIF in March 2022.  Catherine provides administration for the following CIF programs;  CIF Site Supervisor Safety Training Programme, CIF Temporary Works Coordinator, CIF Assured Site Managers a Practical Approach to Building Regulations, CIF Environmental Management for Construction (Focused on Land, Waste, Water & Pollution Prevention), & CIF IOSH Safety for Construction Manager Program.

Catherine is responsible for all web orders.

Paul Sheridan

Director of Main Contracting

As Director of Main Contracting Services with the Construction Industry Federation (CIF), Paul provides administrative leadership of the Civil Engineering Contractors Association and Master Builders and Contractors Association. He is also the secretary to the CIF’s Procurement, Tendering and Contractual Matters Policy Sub-Committee. Paul is a Chemical Engineering Graduate, and holds a postgraduate diploma in Construction Law and Contract Administration. He also has experience in and holds qualifications in Strategy and Innovation, Business Transformation, Organisation Development, Leadership, Lean 6-Sigma and Strategic HR. Paul began his career as a Contracts Manager in the Water and Waste Water Industry. He previously worked in the Tendering and Contracting Department in the CIF before working as an Executive in the Industrial Property Development sector. Since then, Paul has worked with Engineers Ireland and the Royals College of Surgeons in areas of policy development, governance, internal consultancy, membership support and service, advocacy, representation, quality assurance and process excellence, accreditation, academic and professional education, training, strategy and business transformation.

Helen Early

Administrator, Main Contracting

Helen Early joined the CIF in 2023.  Helen provides support to the Executive CECA and MBCA Councils.  Also responsible for providing support to Environment Social & Governance, Procurement Tendering & Contractual Matters, Water Services Operators Group and Liaison Sub-Committees.  

Denise Tuffy

Director of Specialist Contracting

Denise Tuffy joined the CIF in 2016 and holds a Masters’ in Business Administration from Trinity College Dublin. Denise is responsible for the executive support of the mechanical & electrical associations within the Federation; and the Construction 4.0 policy committee.

Gillian Ross

Executive, Specialist Contracting

Gillian Ross is responsible for the executive support of specialist associations’ business within the Federation. Gillian administers a range of member services activities covering marketing and promotion of associations, lobbying and representation. She also deals with member queries on procurement, tendering and contractual matters, amongst other issues.

Conor O’Connell

Director, Housing, Planning & Development

Conor joined the CIF in 2001 and has worked in several roles within the CIF representing members and industry issues to a wide variety of industry stakeholders. Conor is also the Secretary of the Regional Development Committee of the CIF and is responsible for the development of CIF Regional Development Policy as well as stakeholder engagement on construction policy issues across Government Departments, Semi-State Agencies, Local Authorities, Politicians and various regional bodies. Conor is a strong advocate for the role of the construction industry in regional development through the provision of infrastructure. Conor holds a mix of qualifications in Business, Law, Industrial Relations and prior to his current role he worked extensively in employee relations in the construction sector. Until 2022, Conor was the Southern Region Director for the CIF, before taking up the role of Housing, Planning & Development Director.

Aine McGinity

Housing, Planning & Development Executive

Before joining the CIF in October 2021, Aine worked in the UK as Enterprise Manager for Overbury Enterprises, a 6,000-acre rural estate in the heart of Gloucestershire, UK. Aine is Executive of Housing, Planning and Development and offers support and advice to members of the Irish Home Builders Association (IHBA), whilst representing their interests on related committees and working groups. The role also includes developing strategy, as part of a team, and engaging with Government Departments, Local Authorities, agencies and other stakeholders to ensure members’ views are formally considered and communicated. Aine has a Master’s Degree in Rural Estate & Land Management from Harper Adams University and a Certificate in Construction Project Management from the Royal Institution of Chartered Surveyors (RICS).

Rosie James

Executive of Housing, Planning and Development

In 2016, Rosie qualified with a masters in Rural Land and Business Management from the University of Reading, before working at Bidwells in Cambridge where she qualified as a surveyor with the Royal Institution of Chartered Surveyors (RICS). She then moved to London, working as a surveyor within the estate management team for the Duchy of Lancaster. Before moving to Dublin in October 2022, Rosie worked as a researcher at CoStar, a commercial real estate data company. Rosie joins the CIF as an Executive of Housing, Planning and Development and provides support and advice to members of the Irish Home Builders Association (IHBA). Rosie works with the IHBA team drafting submissions to consultations, engaging with various stakeholders, including government departments, local authorities and other relevant parties to ensure members’ views are properly represented.

Cathy Gurry

Jeanette Mair

Head of Economic and Policy Research

Jeanette is the CIF’s Head of Economic and Policy Research. She works with Federation policy committees and Directors, helping guide policy across a spectrum of economic / industry / fiscal / regulatory / development issues. She is also responsible for carrying out and commissioning new research, expanding the CIF’s information databases, preparation of submissions and strategy papers and advocating on various industry matters to support CIF’s dialogue with key policy stakeholders. Jeanette joined the CIF in 2007 as Housing, Planning and Development Executive, a role she held until 2017. She was Project Manager of CIRI (Construction Industry Register Ireland) from 2013 to 2017 during which time she oversaw the establishment and operation of the new register. Jeanette has been Manager of the CIF’s Register of Heritage Contractors since 2011.

John Curry

ICT Manager

John joined the CIF in the spring of 2023 and is responsible for managing ICT services within Federation. Since the mid-1990’s, John has held several senior IT positions in various sectors in the construction industry and brings this experience to the organisation

Justin Molloy

Director, CIF Western/Midland Region

Justin Molloy is the Director for the CIF in the Western and Midland and has extensive experience of working in the construction industry. He is currently responsible for managing the four CIF Western and Midland regional branches; Galway, Donegal, North West and Midland Branches. Justin also offers expert advice and support to the members, as well as representing their interests on a number of regional committees. He regularly meets with the regional Local Authorities, State Agencies and other industry bodies to further the aims of the industry.

With in excess of 15 years’ industry knowledge, Joanne holds qualifications in HR, leadership, health and safety and HSQE auditing. Having worked as a HR Manager for a large construction and engineering company spanning Ireland and the UK, her skills include policy development and implementation, employee and industrial relations, organisational change, craft and professional apprenticeship training, and CPD. Joanne has been associated with the CIF for over 10 years and she brings her expertise, experience and knowledge to our members servicing the Cork, South East, Mid West and Kerry branches. She is responsible for providing advice and support to the CIF members within the Southern Region, maximising engagement with stakeholders and ensuring member interests are represented on regional committees, state agencies and local authorities.

Ronan O’Brien

Executive, CIF Southern Region

Ronan O’Brien is an Executive for the CIF Southern Region, servicing the South East, Cork, Mid West and Kerry Branches of the CIF. A Graduate of Waterford Institute of Technology, Ronan has worked in the construction industry all his professional career. His career involved working with large multi-national organisations in the Middle East and Canada, in the Oil & Gas and Mining & Metal industries before returning to the Irish market. Ronan deals with member queries on procurement, tendering and contractual matters, amongst other issues. He also represents member interests on a number of Regional Committees and to Regional Local Authorities. He also liaises with key industry stakeholders, to be guest speakers at morning briefings and other events in the Southern Region for CIF members.

Brid Cody

Administrator

Bríd has worked in the Cork Office of CIF since 1997.  She provides administrative support to staff in both the Cork and Galway offices and looks after reception for the CIF Cork Office. As well as greeting all visitors to the office and handling public & member queries, she also handles the many telephone calls made to the Cork and Galway offices.  Bríd is also the main point of contact for all CIF publications such as contracts and other materials. Bríd co-ordinates all of the in-house facilities with respect to training courses and meetings held in the Cork Office.

Justin Molloy

Director, CIF Western/Midland Region

Justin Molloy is the Director for the CIF in the Western and Midland and has extensive experience of working in the construction industry. Sarah Ingle

CIRI Registrar

Sarah Ingle began her appointment as Registrar of the Construction Industry Register Ireland (CIRI) in January 2024. Sarah leads and manages the CIRI Office within the CIF, which is the Government appointed CIRI Registration Body. As Registrar, she is responsible for developing and maintaining the register and facilitating the work of the CIRI Admissions and Registration Board.

Previous to this position, Sarah’s most recent role spanned eight years as Secretary General of the Association of Consulting Engineers of Ireland (ACEI) where she was accountable for all the ACEI’s activities and services to members. Sarah also undertook external liaison roles and representation nationally and internationally on behalf of ACEI, including being elected as a member of the Board of Directors of EFCA (European Federation of Engineering Consultancy Associations).

As Chair of the Construction Industry Council (CIC) for two years, Sarah expanded her engagement with other professions and associations in the sector. She also represented ACEI and the CIC on the Government led Construction Sector Group (CSG) and has excellent relationships with senior officials in many government departments.

A Chartered Engineer by profession, Sarah followed up her Production Engineering Degree in TU Dublin with a Masters in Industrial Engineering from UCD and a PhD in Strategic Management from Dublin City University (DCU). She also held senior academic and management roles in DCU and was awarded a Fulbright Scholarship to Arizona State University in 2007. On her return she was elected President of the Irish Fulbright Alumni Association (IFAA) and was then appointed by the Minister of Foreign Affairs to the Board of the Irish Fulbright Commission which she subsequently chaired.

Antoinette Fay

CIRI Executive

Antoinette joined CIF in 2016, bringing with her over 15 years of experience. Since 2022, she has held the position of Executive overseeing activities pertaining to the Construction Industry Register Ireland (CIRI). Antoinette is part of the CIRI team and collaborates closely with the Registrar and the Admissions and Registration Board to facilitate the forthcoming statutory CIRI register implementation.

Julie Dobson

CIRI Administrator

Julie Dobson was appointed as an administrator in the Construction Industry Register Ireland (CIRI) office in June 2021. She supports members with their annual renewals, assessing applications and updating the database. Julie is working with the CIRI team, Registrar and the Admissions and Registration Board on the implementation of the forthcoming statutory CIRI register. Prior to this role, Julie worked as a Graphics and Brand Advisor in Tullow Oil for 10 years, assisting onsite and international teams with the development of communication resources. She managed the extensive photo library, organising corporate photoshoots and was responsible for choosing key photography for communications materials and projects. Julie also worked in the publishing industry for over 8 years, gaining extensive experience across all aspects of the business, liaising with authors, and collaborating with Sales and Marketing and Editorial teams.

Joe Conway

President

Joe Conway is a Business Development Manager with Dornan Engineering, who worked overseas with Kentz, in the African countries of Lesotho, South Africa & Botswana 1983-1997 and has worked in Ireland since his return in 1997. He has over forty  years’ experience in the construction industry, working on mining, oil & gas industries while overseas and since his return has been involved in the pharmaceutical, datacentre and heavy industrial and commercial projects in Ireland, and served as Vice President and President of the Electrical Contractors Association (ECA)  and remains active on the ECA I.R. Committee and is also a member of the CIF Cork Branch Executive.

Stephen McCarthy

Senior Vice President

Stephen McCarthy is the Managing Director of Astra Construction Services Ltd. which he founded over 34 years ago. He has concentrated the business in the Carrigaline area and has built over 2,000 homes. Stephen’s in-depth knowledge of the house building industry and personal tenacity brought the company through the recession which resulted in the successful completion of a development of 400 houses in Forest Hill, Carrigaline. Having traded successfully over the last 34 years, Astra Construction Services Ltd. is now in the process of building its largest development to date comprising 950 homes in Janeville on Cork Road in Carrigaline. Stephen is actively involved with Homebond and the CIF, at a local and national level and has held various positions within these organisations including;
