Who we are and what we do
With over 90 years’ experience, the Irish Home Builders’ Association seeks a strong and positive role for the housing industry in Ireland. We support policy development that aids the delivery of new homes to meet the urgent housing needs of Ireland’s growing population.
As a national trade association, we are the leading source of information and advisory services on all housing, planning and development issues across the country, and have developed a range of services designed to support companies engaged in these areas.
The association organises regular national and regional committee meetings, workshops, webinars and briefings. We bring together builders and industry experts to share information and ideas, and to formulate recommendations to the government to improve the quality and affordability of homes.
We are a constituent association of the Construction Industry Federation.
IHBA Photo Reel 2025
The IHBA kick started the event calendar with the 6th Annual House Building Summitt, which took place at Croke Park in April 2025. Over 600 guests attended to listen to a variety of panels and presentations that focused on key issues within the housing industry. New Housing Minister, James Browne TD, spoke to attendees on these challenges and the steps the government are taking to unlock the delivery of much needed houses. In September we held our inaugural IHBA Golf Day at Killeen Castle, followed by drinks, dinner and prize giving. The event was a tremendous success, and we look forward to building on this in 2026. Our annual IHBA Regional Workshops took place throughout October and November, offering members the chance to network and receive updates on the 2026 housing landscape, including market outlook, policy developments, construction and financing strategies, and innovations in modern building methods.

IHBA House Building Summit 2025
The IHBA’s 6th Annual House Building Summit, held at Croke Park on Tuesday, 8th April 2025, was a tremendous success, with over 600 attendees from across the housing, construction, policy and finance sectors. As billions of euro are set to be invested in housing and supporting infrastructure, the summit arrived at a pivotal moment, just ahead of the publication of the revised National Planning Framework, which sets ambitious new housing targets averaging over 50,000 homes per year to 2030. This year’s summit once again proved to be a vital forum for collaboration, learning and the meaningful conversations required for our industry to succeed. We’d like to thank Housing Minister, James Browne TD, all of our attendees, speakers and sponsors, as well as the iQuest team, for making this our most impactful summit yet.
IHBA Prospects ’25
The IHBA held its popular end of year event on Thursday, 21st November 2024 at The Hilton Hotel, Charlemont, Dublin. In its third year, key personnel from the Department of Housing, other state bodies, and industry professionals provided members and non-members a high-level industry overview of changing legislation in Ireland, and the implications and challenges the house building sector face in delivering homes to meet the increased targets, as set out in the revised National Planning Framework. As always, we’d like to thank all of our members, attendees, speakers and sponsors for supporting this event every year.

Conor O’Connell
Director, Housing, Planning & Development
Conor joined the CIF in 2001 and has worked in several roles within the CIF representing members and industry issues to a wide variety of industry stakeholders. Conor is also the Secretary of the Regional Development Committee of the CIF and is responsible for the development of CIF Regional Development Policy as well as stakeholder engagement on construction policy issues across Government Departments, Semi-State Agencies, Local Authorities, Politicians and various regional bodies. Conor is a strong advocate for the role of the construction industry in regional development through the provision of infrastructure. Conor holds a mix of qualifications in Business, Law, Industrial Relations and prior to his current role he worked extensively in employee relations in the construction sector. Until 2022, Conor was the Southern Region Director for the CIF, before taking up the role of Housing, Planning & Development Director.
Aine McGinity
Housing, Planning & Development Executive
Before joining the CIF in October 2021, Aine worked in the UK as Enterprise Manager for Overbury Enterprises, a 6,000-acre rural estate in the heart of Gloucestershire, UK. Aine is Executive of Housing, Planning and Development and offers support and advice to members of the Irish Home Builders Association (IHBA), whilst representing their interests on related committees and working groups. The role also includes developing strategy, as part of a team, and engaging with Government Departments, Local Authorities, agencies and other stakeholders to ensure members’ views are formally considered and communicated. Aine has a Master’s Degree in Rural Estate & Land Management from Harper Adams University and a Certificate in Construction Project Management from the Royal Institution of Chartered Surveyors (RICS).
Fionn McPeake
Housing & Planning Executive
Prior to joining the CIF, Fionn worked as an Economic Consultant for Ernst & Young. This role included providing economic advisory services across a range of sectors including housing, construction, transport, and health. Fionn worked closely with Government departments, agencies, and local authorities, as well as the CIF in his previous role.
Fionn also holds a degree in Economics and Business from Trinity College Dublin. Fionn joins the CIF as an Executive of Housing, Planning and Development and provides support and advice to members of the Irish Home Builders Association (IHBA).Cathy Gurry
Administrator
Cathy joined the CIF in 2003 and over the following years, Cathy worked in the Industrial Relations and Manpower Department giving advice to members regarding Employment Law and HR issues. More recently in addition to advising members in Employment Law, Cathy now offers full-time support to the Housing Director, in an administrative role.
