The recommendations aim to accelerate strategic infrastructure delivery by improving certainty, efficiency, and capacity across the construction system.

Ireland faces a significant infrastructure deficit, with the IMF estimating a 32% gap in physical infrastructure and a 27% gap in quality, while transport capacity remains particularly constrained at 41% below high-income European peers. At the same time, the construction sector is performing strongly, supported by resilient Modified Domestic Demand and sustained investment flows despite global uncertainty.

Strengthening sectoral investment planning, accelerating infrastructure delivery, and crowding in private capital will be critical to enhancing economic resilience. Targeted budgetary measures are now required to remove delivery constraints, maximise the impact of planned capital expenditure, and ensure Ireland can close its infrastructure gap within this critical investment window.

Publish a Rolling Multi-Annual Capital Pipeline

  • Provide visibility on project sequencing and timelines.

  • Enable industry investment in skills and capacity.


Reform Procurement for Productivity

  • Move beyond lowest-cost models.

  • Improve risk allocation and collaboration.

  • Accelerate early contractor involvement.

Address Energy Infrastructure Constraints

  • Publish a national roadmap for electricity capacity.

  • Remove energy supply barriers to development and foreign direct investment.

Stabilise the Costs of Construction

  • Temporary VAT reductions on key construction inputs.

  • Support multi-annual budgeting for investment in MMC.


Invest in MMC and Innovation Infrastructure

  • Fund off-site manufacturing and regional facilities.

  • Establish a national construction testing facility.
